Skills and talent card - Carte compétences et talents [fr]

It is mandatory to obtain an appointment online to apply for a visa. Application time slots are between 8:30 and 12:30 from Monday to Friday.

On scheduled interview, applicants must come in person with their passport and all original documents, with a complete set of photocopies. The Consulate won’t do any photocopies and it won’t be possible to complete your application later.

All documents submitted to the visa department have to be written in French or English. If not, they have to be accompanied by a certified translation.

Please pay close attention to the list of required documents. An incomplete application leads to the visa being refused. Application fees are non-refundable.

NOTE: A visa to obtain a « skills and talent » residency permit (carte compétences et talents, CCT) can be issued to applicants likely to make a significant or lasting contribution, through their skills or talent, to France economic development or to its intellectual, scientific, cultural, humanitarian or athletic prestige, and directly or indirectly, to that of their country of origin.

The CCT is valid for three years and is renewable. It allows taking up any employment or professional activity in connection to the project.

Applicants must present their project, which will have to be approved by a local committee chaired by the Consul General, and prove that they have the capacity to carry out its completion.

Family members (spouse and minor children) are not required to go through the family reunion procedure (regroupement familial). The spouse can be issued a “vie privée et familiale” residency card allowing employment in France.

Documents required (in this order and with two sets of photocopies) :

- 3 long-stay visa application forms duly completed and signed (available to download or at the Consulate General)
- 5 colour ID photographs, passport size with white background (35x45mm) (example)
- Valid passport (more than 1 year) + 3 copies of the identity page
- 1 copy of the Hong Kong and / or Macau ID card
- 1 copy of the Hong Kong and / or Macau visa
- Criminal records from the countries applicants have lived in during the past 3 years. A nominative letter addressed to the Hong Kong Police Force will be given by the Consulate during the visa interview (application procedures to obtain the certificate of no criminal conviction). It takes 4 to 6 weeks to receive the criminal record. The application will be processed upon its reception.
- 1 certified copy of the highest obtained degrees and any document proving the applicants’ ability to fulfill the project
- 1 copy of the latest tax invoices, showing revenues sufficient to live in France (with family, if applicable) and carry out the project
- 1 resume with precise contact details
- 1 motivation letter and documents explaining the project and how it would benefit France and the home country

- To exercise an industrial, commercial or craftsmanship activity (entrepreneur): The project has to create at least 2 job positions (including the applicant’s) or include an investment of at least 300 000€. Applicants should produce every document they think necessary, particularly those mentioned in articles A 1° and B of Annexe I of "arrêté du 12 septembre 2007 relatif aux documents à produire pour la délivrance de la carte de séjour temporaire autorisant l’exercice d’une activité commerciale, industrielle ou artisanale" (list available here)
- To exercise an independent activity (writer, translator, professional athlete, renowned artist): Applicants should produce all documents proving their renown
- To exercise a salaried activity (high level employee) : Letter from the employer justifying the recruitment and detailing the position and activities to be taken in France + 1 copy of the work contract (with corresponding CERFA form, to download). The position must match the applicant’s qualification, experience and degrees.

For accompanying family (spouse and minor children):
- 3 long-stay visa application forms duly completed and signed (available to download or at the Consulate General)
- 5 colour ID photographs, passport size with white background (35x45mm)
- Valid passport (more than 1 year) + 3 copies of the identity page
- 1 copy of the Hong Kong and / or Macau ID card
- 1 copy of the Hong Kong and / or Macau visa
- 1 copy of marriage and birth certificates proving the relationship with the applicant

Other documents may be requested on a case by case basis.

Processing time : Minimum 1 month

CAUTION: between mid-April and late July getting an appointment can take up to one month.

Note: we cannot issue a visa more than 3 months before your departure date.
